Barbara S. Pocalyko CPA PLC

The public accounting practice led by Barbara Snelbaker Pocalyko is co-located with the Chantilly, Virginia offices of Monticello Capital and is an affiliated entity of the investment bank. Ms. Pocalyko is the accountant of record for Monticello Capital’s corporate and portfolio holdings and is listed among Monticello Capital’s principals. The firm assists with Monticello Capital corporate advisory engagements including the restoration of corporate integrity.

The public accounting firm began in 1983 in Virginia as a sole practitioner business entity and was subsequently registered as a Virginia professional limited liability company.

The firm is a general tax practice with concentrations in individual and enterprise corporate accounting. It is particularly active in tax advisory matters, growth-stage businesses, international accounting, tax strategies, and income tax services for individuals and privately-owned businesses.

Barbara Snelbaker Pocalyko is licensed as a certified public accountant in the Commonwealth of Virginia and the State of Florida. She earned the A.B. degree cum laude from Muhlenberg College, where she majored in Economics and Accounting. Before founding this public accounting firm, she served as a staff accountant at public accounting firms, as an internal auditor in the Fortune 100, as comptroller of both a private corporation and a public university, and in federal government service, in the former Department of Health, Education and Welfare and the Department of Health and Human Services.

She is a former member and chairman of the Commonwealth of Virginia Board of Accountancy, having served during the administrations of former Governors James S. Gilmore, Jr. and Mark R. Warner.

Breakfast of Leaders

Breakfast of Leaders is a Chief Executive Officer business forum in northern Virginia, meeting monthly in Loudoun County.

The group addresses challenges facing “leaders of leaders” and the frontline issues that they are required to confront at the top of the technology and financial economy.

Founded in 2008, the format of meetings is unique: a closed-room off-the-record presentation by a CEO or a panel of CEOs, on a critical issue chosen by the presenters, in a freewheeling environment dubbed “share and dare.”

Media may attend by prior arrangement, but all CEO comments are off the record.

Membership is by invitation.  There are no dues.  Breakfast of Leaders does have corporate sponsors.  Not all of the meetings are breakfasts.

Monticello Capital’s Managing Director and CEO, Michael N. Pocalyko, serves on the forum’s advisory board and has been a featured speaker.

Dulles Regional Chamber of Commerce

The Dulles Regional Chamber of Commerce exists to promote and facilitate the success of businesses and the communities they serve through networking, outreach, advocacy, and education.  The Dulles corridor around Washington DC’s international airport is a prime business location for advanced technology manufacturing, information technology, and corporate finance.

Monticello Capital’s offices are located in Chantilly, Virginia adjacent to the Chantilly office of the Dulles Regional Chamber of Commerce. 

Debra Biely of Monticello Capital serves as Vice President for Programs and is on the Board of Directors of the Chamber, and Michael N. Pocalyko, Managing Director and CEO of Monticello Capital, is a member of the Chamber’s Advisory Board.  Monticello Capital is a "Dulles 28 Benefactor" of the Chamber.

Enterprise Applications

Enterprise Applications, Inc. is a portfolio company of Monticello Capital, a Virginia stock company serving both the federal government and the commercial information technology sectors.

The wide range of federal and commercial IT solutions, and the attendant suite of services required by the expanding community of commerce dedicated to federal government interests, provide the base of business into which Enterprise Applications is expanding.

Enterprise Applications is qualified as a “Small Business” and a “Woman Owned Small Business” in its North American Industry Classification System (NAICS) Code categories, and for the purposes of federal government contracting.

The company is in its growth and development stage.

Fairfax County Chamber of Commerce

The Fairfax County Chamber of Commerce is “the voice of business in northern Virginia.”  The largest and most active chamber in the commonwealth, it is regionally focused and the primary advocate for thousands of thriving small businesses and some of the nation’s largest corporations.

Prospering in commerce globally in part because of its close proximity to the national capital in Washington DC, the Fairfax Chamber asserts, “Fairfax County has always been about business.”

Financial Investments, Inc.

Financial Investments, Inc. (FII) is a Registered Investment Advisor (RIA) and Commodity Trading Advisor (CTA) in Herndon, Virginia.  FII manages several absolute return strategies that offer returns with very low correlation to the equity, fixed income and real estate markets.  These alternative strategies are leveraged and maintain high levels of liquidity.

Alternative assets for institutional and individual investors are managed under FII’s affiliate, Financial Commodity Investments (FCI).  Alternative asset management for accredited individual investors is managed under FII’s affiliate, Financial Investments Limited Partnership (FILP).

Franklin and Associates

Franklin and Associates is a management consulting firm specializing in strategic planning, business development, corporate finance, capital foundation, and advisory services for growth enterprises.

Monticello Capital has been affiliated with, and has been managing transactions with Franklin and Associates since 1998.  The founder and principal of the firm, James J. Franklin, is also a principal of Monticello Capital.

James J. Franklin is an entrepreneurial financier, an accomplished corporate strategist, and an investment banker with broad experience in senior executive- and board-level advisory services.  His extensive capital-raising and M&A background ranges from venture-backed start-ups to Fortune Global 50 international conglomerates.  He has been the CFO of four development-stage technology corporations.  A retired Air Force lieutenant colonel, fighter pilot, and test pilot, he is a veteran of air combat in the Persian Gulf War and holds a B.S. degree from Mississippi State and an M.A. degree from the University of Alabama.  His executive education is from MIT.

Monticello Capital Ventures LP

A private Virginia limited partnership formed in 1998, six months after the organization of Monticello Capital LLC, Monticello Capital Ventures LP is the repository entity for the investment bank’s equity positions, private or public, in deals concluded by the firm.

When Monticello Capital LLC is compensated in equity in its fee-for-service investment banking transactions, Monticello Capital Ventures LP becomes the owner of the equity.

The general partner and the single limited partner of Monticello Capital Ventures LP are both Monticello Capital LLC.  There are no outside investors in Monticello Capital Ventures LP, and the fund does not buy into any transaction not managed by Monticello Capital.
